No agents or lobbyists appointed, say ECRL owner and main contractor


PETALING JAYA: The owner and main contractor of the East Coast Rail Link (ECRL) project say they have not appointed agents or lobbyists to facilitate the pre-qualification of local contractors for 40% of the civil work packages.

This follows claims by parties on social media, which have since gone viral, that Class G3-G6 contractors can have the opportunity to take part in civil work contracts by registering with them as subcontractors.

They also claimed that contracts would be offered through direct award to certain companies.

In a statement today, Malaysia Rail Link Sdn Bhd (MRLSB) and China Communications Construction ECRL Sdn Bhd (CCCC) said they were not involved in such claims.

“We would like to state in the strongest terms that no agents or lobbyists have been appointed to facilitate the pre-qualification of local contractors as potential tenderers for the 40% local participation in the ECRL civil works.

“No contracts for the ECRL civil works will be awarded on a direct tender basis.

“Claims by any companies that they have been promised contracts via direct award are absolutely untrue,” it said.

MRLSB and CCCC announced recently that they had started their pre-qualification exercise aimed at allowing all contractors with CIDB (Construction Industry Development Board) Grade G3 to Grade G7 licence and a minimum 2-star rating to register and be shortlisted as potential tenderers for the civil works.

They said qualified local construction companies and contractors were encouraged to take part in the exercise and submit their applications directly at the CCCC counters at the Sime Darby Convention Centre on May 29 and 30.

“MRLSB and CCCC are committed to ensuring good governance and ethical practices are upheld in the pre-qualification and evaluation of local contractors so that only those eligible and shortlisted will proceed to subsequent stages as potential tenderers.

“We aim to adhere to the highest standards of accountability and transparency to ensuring that the ECRL sets the benchmark for integrity and good governance,” the statement added.
